I found this very true as I was researching my article for Austin Inno, The answer became pretty clear as the “fan fiction” was removed: safety improves when

Lyft

and

Uber

operate in a city.

People appear to be voting based on their emotion towards a company or companies rather than the issue at hand. And there seems to be a correlation being made between the City and the cab companies. My thought is that the cab companies perform at such a low level that it makes them appear to be state-run or city-run — at least pseudo-governmental. This is not a good thing.
